- Preheat oven to 400°F, or heat oil to 350°F if frying.
- In a large skillet over medium heat, cook halal ground beef until browned, approximately 5-7 minutes. Drain excess fat using a slotted spoon.
- Add diced onion, green bell pepper, and minced garlic to the skillet. Sauté for 3-4 minutes until vegetables are softened and fragrant.
- Stir in pizza sauce, dried oregano, dried basil, salt, and black pepper. Cook for 2 minutes, stirring occasionally, then remove from heat.
- Allow beef mixture to cool for 5 minutes, then stir in shredded mozzarella and cheddar cheese until fully incorporated.
- Place an egg roll wrapper on a clean work surface with one corner pointing toward you. Add 1-2 tablespoons of filling near the top corner.
- Fold the top corner over the filling, then fold in both sides at 45-degree angles. Roll tightly away from you. Brush the bottom edge with water and press to seal.
- Repeat rolling and sealing process with remaining egg roll wrappers and filling until all 24 rolls are assembled.
- For baking: Arrange rolls seam-side down on parchment-lined baking sheet. Brush generously with olive oil. Bake for 15-20 minutes, turning halfway through, until golden and crispy. For frying: Deep-fry rolls in batches for 2-3 minutes until golden brown. Transfer to paper towels to drain excess oil.
- Serve rolls hot with extra pizza sauce for dipping.
